You know what is the best way forward? Just ask him.

Shy/awkward guys are not stupid, but they tend to give more space to the other person and are wary of offending them. If he make's a move and you feel disrespected, it will hurt him. That is the only reason he does not make a move.

If you have feelings for him, you certainly should take the lead and ask him out.

Talk to him about the books that he reads.

Talk to him about current affairs. Trust me he knows more than most of the people combined. Show interest in things he likes. And give him an opportunity to speak up.

He will not be the one to take an advantage when you are drunk.
Because he does not want you to think that he took advantage of you when you were drunk/vulnerable. I know he is a little stupid. Its just the way they are. They cannot help it.

In my first relationship, I came to know that she really likes me when she held my hand and pulled me in a lake till knee length water. When she looked in my eyes there, I knew she liked me too. No words were needed.
